With a little more prop, you will see more speed. There is a straked 22 regency on my lake with a 13.25" x 16P prop and he claims that is the optimum size for this boat. He says it averages 35MPH and just under redline for RPM speed. With a 15P prop on my boat, I hit the 6K RPM redline all day long.
I bought a 13.25" x 17P prop for my straked 21 Signature but its just a tad much for my 90 Merc. My ideal size is 13.25" x 16P. If anyone is interested, I will sell this Merc prop for $125 shipped. It has at the most, one day of use and is in perfect condition. PM me if interested.

My boat had a similar issue where it felt like it was not getting fuel and was unusable. The power fell off around 2.5K RPM as well. The issue was the float switch for the first fuel pump that pumps fuel from the main fuel tank into the smaller holding tank on the side of the motor. Once the float switch that operated the first pump was replaced, the engine ran flawless. Cost was less than $30 and can be done with some basic wrenching experience.
These switches are a known problem part.

Sounds like a fuel issue. You should be able to turn a 13p prop without pulling the engine down. You should be seeing 5500-5800 RPM's at WOT (wide open throttle).
If that engine is running correctly at WOT around 5800, I'd say you would see mid to upper 20's for speed. 30+ is a pipe dream.

Hey gang we sold the 08 Regency and bought a 2012 Regency tritoon with a 150 Merc 4 stroke
Hopefully get "close" to 40 now with a light load,this one has power steering too,any thing I should know about it? Also has a power steering over ride button on dash, anyone know hat that for?we didn't get any manual with this boat, any help would be nice
