I've got a Verado 150 with a 14p and run mid 30's WOT on a 23 foot boat, dual biminis up. I checked Crest for dry weight of your boat (2626). Didn't see weight listed for an upper deck. What's fair, another 800 for 3426? My dry weight is 3588. I've got most of the same extra weighty options except for 20 extra gallons of gas.
Planed out and engine trimmed, if I look over the side, probably the front 45% of my toons are out of the water. Are you getting up on plane? If you are not, you're a displacement hull pushing a bow wave you can't climb over. More horses won't help.
My wake at top speed looks nothing like what's splashing your transome.
With the upper deck, your boat must have a higher center of gravity. I'm wondering if your configuration is what's keeping you at the same top speed.
Hope some of this was food for thought. I'm scratching my head.

I question optimal trim in this photo at optimal trim I'd expect to see the power head angle to be flatter and more or less the top facing the camera. A 14 pitch prop may not be the best optional prop for your application heck 15 pitch is often utilized with 150's and you have 50 additional ponies. Also if everything is set right I'd expect to see the prop wash boiling to the surface some distance behind the boat and I'm failing to see any prop wash at all in these photo's which is telling me your motor is trimmed under or down to far.

Thanks for all your help guys. I'm going to take some pictures/videos of the boat on plane (taken from a third party boat or dock) next year and post them. We can revisit this discussion then as that seems to be the key piece of information missing.

Another thing is to check if you have the XL or regular Long shaft motor. I'm going through that now with our manufacturer because I have the XL on a transom that is only 18 inches tall and it's robbing rpm and top speed.
