Welcome and draw us a picture of what your trying to do, the straps I understand are you saying you want to mount the 4x4's to the strap for the toon to sit on?

You didn't mention if you have a floating dock or not.
One concern that I would have is that running straps under the tubes is going to place a huge side load that they may not be designed to handle. You'll be squeezing them inwards, regardless of the 4x4's.
Another concern is having 4 manual hoists. You would need 4 people to raise/lower the boat at all times.
You may be better served looking for a way to raise/lower a lift that the boat sits on.
Assuming your boat house is on piles, one could look at some thing like this -

depending on how long your boat is, you should consider more than two contact points on each toon.
either run bunks along the toons and lift them, or build a frame with 3 or 4 crossmembers that all
touch the toons. also, i wouldn't mess with 4 winches. i would layout some cable pulleys to come
up with a combined single pull that i would drive with one electric winch.
if you're going to lift the toon, you really need to keep an eye out for leaky toons. if you get a lot
of water in a toon, you might break your lift. it's more common than a lot of people think.
