23' xcursion with 115 Yamaha height question

Hey all. I'm running a 15 pitch 4 blade spitfire prop and I seem to be just under the rpm I should be at with a load. I put on a 13 pitch but then I am banging the limiter. The boat has the 3/4 length center tube. Where do the guys with similar engines and boats run their engines? Mine is currently all the way down.

I would go up 1 hole, maybe 2 holes.
You want your motor fin even with the bottom the boat.
The fin I am referring to is the plate above the prop, i'm sure there's a different word for it.

ok so I went up 2 holes... no change lol... runs the same rpm.
