Do you mean, anti fouling bottom paint, coating the bottom of the pontoons?

No it's top, sides, everywhere and thick like bed liner on top but it's thinner towards the bottom to the thickness of paint. If I cut down on a section on top it is black underneath. I'll have to get pics tomorrow but I don't see any easy way to get it off other than heat and a putty knife but that won't get it clean.

Try pressure wash?

No but I can barely scrap it so figured it won't do anything with a pressure washer.

I'm thinking heat gun is my best option I guess my next question would be what king of paint to use to redo them, I want black cause I know I want get them 100% to be polishable.

There are two boats that I know of around me where they undercoated the entire toons, not just below the waterline. If someone did that they would never shed the top coats off and the bottom would slowly wear off and be much thinner. Just a thought...

The top is peeling in sections and the bottom is flaking along where the water would make contact. The biggest reason I want to remove other than the flaking is the fact it's white! I may try and see if I can lizard skin over top it or use something similar if I can avoid scrapping it all and just remove the flaking/peeling spots.

Look a spraying PlastiDip over it. Might be a simple solution...
