how would you mount spare tire here. looks like stove bolts would work. Or any three nuts and bolts I have laying around. Is there a mounting kit with lock for something like this ?

You would use 2 carriage bolts, a couple washers and nuts.
Make sure bolt diameter will fit thru lug hole and square still fit hole on mount, guessing 1/2-13
