Texas Boat Sale Documentation
I noticed that on some generic Texas boat bill of sale forms there is a couple spots for acknowledgement of notary public. Is it needed to have the bill of sale notarized?

When I bought mine, the seller simply signed the titles for the boat, outboard motor and trailer, releasing them to me. No notary.

A boat is personal property and as such legal requirements vary from state to state. If purchasing a boat out of state you best make sure it comes with the proper paperwork that you'll need to get it registered in your state of residence or where the boat will reside. Case in point I live in WV but my boat resides and is utilized in Oh so I had it titles and registered in the state of Oh.
