Water getting in...

Ok... ive got a small problem.
Water is getting into my engine compartment.
It only happens when going WOT.
Once going WOT there is a lot of water kicking around back there, but after traveling about 5 miles at WOT, i had like 6 inches in there and had to stop and wait for the pump to get rid of it.
Not good.
Going even 800 RPM less then wot and no problem.
Here's what im guessing is happening.
Once at WOT, water is running up OVER the tops of prob the last 3 feet of the toons. Up there on top of the toon is a hose.. prob 5 inch in dia. It looks like the throttle, steering, and such cables run through it.
It then bends around and then attaches to the engine compartment.
Im thinking water is running up ontop of the toon and then running down it and filling the compartment.
Couple questions.
I cant get up in there, due to no room, to see if the INtake of that tube is plugged up with something, or if like morons, they just left it open.
I can however, look into the engine compartment and see where it enters the engine compartment.
Wonder if i can just fire some expanding foam into there to seal it up... I know a stupid fix, and it would make replacing anything thats running through there a hassle, but it might just fix the problem... heh
