When we got our boat in Feb. 2008, the dealer did not recommend towing with the cover on though I've seen him do it many times - and Scary Jerri drives scary. We have pulled it with the cover on thousands of miles with no harm. The way ours snaps down the front is similar to Boat Cops', it really could not come off. The first time we towed it, was in the middle of "Sexbug" season and I had no desire to try to clean those little nasty mothers off the new vinyl.
