This is really quite simple, if your logs are more than 1/2 submerged you have exceeded your maximum capacity.

You'll also know if you're overloaded when you slow down and the stern wake catches up to you and submerges the bow. Don't worry, she'll rise back up.

Somewhere around 2005 the USCG changed the weighting system calculation due to the fact that Americans are getting fatter. For pontoon style boats the average passenger weight was based 140 or 160 lb. The new requirement is now based on an average weight of 185 lb. For commercial operators running smaller passenger ferries, etc. this requirement definitely cuts into their bottom line.

The 185 lb requirement is factoring median passenger weight including women and children. Based on the direction we are heading it may be bumped up again soon.
