This might be the key (pun intended):
I asked this on another forum and finally got a response that fits the with clip/without issue and why nothing seems to be "activated" by the clip.
WHEN THE KEY IS "ON" AND THE CLIP IS REMOVED, THE CLIP ROTATES THE KEY TO "OFF".
Simple.
Looking forward to verifying this.

You're right Mark - The choke switch does need to be partially pushed in for the clip to be inserted. And, while I didn't pull the clip while the motor was running, with the clip on and the key in the on/run position, when pulling the clip the key returns to off position.
While underway and running 4K RPM, I did push in the choke switch. The RPM's dropped at least 1000 RPM. So if you did this and the RPM doesn't drop, your choke switch is engaged and maybe needs replaced.
I'm guessing that the choke switch's total travel from no-clip-installed to fully depressed is 1/2". Installing the kill switch clip takes up about half of that travel. I didn't actually measure this, though...
