Sorry for taking so long to respond to everyone and thanks for all the suggestions. I particularly like the one regarding shooting the persons feeding the gulls with a BB gun but the local authorities tend to frown on these sorts of things.

I did find a solution that is working well. I bought two GullSweeps from West Marine. These have three foot arms that spin in the breeze. They are advertised to spin in breezes as low as 1 mph. I believe this I went down to check on them one cool morning and they were spinning from the hot air rising off the lake. They were a little under $40 each.

I did buy the large bimini clamp mounts which are in my opinion overpriced as they were as much as the sweeps themselves. The problem was that I would have to take them down each time I went out and I would have to figure out how to make them work with my half-day enclosure as we use it rather than a playpen style cover. So my solution was to buy conduit, make an "L" using a 90 degree fitting and mount the gullweeps to the arm. I then mounted the conduit to the dock. This allows me to drive the boat in and out without taking down the sweeps each time and they are adjustable to allow for the river height.

So far, I am gull free with these. If anyone is looking for a solution, I would recommend them.

Pellet guns are nice, but may be just as illegal to discharge as the 12 ga.....however a blow gun is silent, and can be as innocent as a blunt bullet or as deadly as a posion tipped needle.

For when your not around, you could rig up a small electric fence....either buy solar powered unit or just run parallel exposed wires (about 2" apart) from the positive and negative terminals of your battery. Bird tries to sit down, completes the circuit and bizzzt.

The wooden owl or draping the bimini with rubber snakes may work for a bit....or you can get an electronic bird deterent device from Bird X (they have a couple different options including spike strips.

Around these parts, the gulls land and crap on those plastic owls.

The antifreeze thing is incredibly dangerous as it only takes very small amounts (1 or 2 tablespoons) to kill a child or average size dog. Even smaller amounts for cats. It taste sweet so animals and kids love it. It very quickly destroys their kidneys and pickles their brains.

The antidote for acute ethylene glycol poisoning is whiskey, btw.

I've never agreed with poisoning your neighbors dog. If you don't have the balls to confront your neighbor about the animal, then move. Poisoning your neighbor's dog is like keying his car, it's chickenshit.

As to the bird situation, you could try the newer paintball guns with the pellets vs paint. I shot one a couple of weeks ago and they are very accurate up to say 25 yards and are legal most everywhere.

I doubt any plastic predator will scare most birds these days. It has been so many generations since they have seen the actual predator, I doubt they have any reaction at all to them.
Gulls are really not afraid of anything if they are being fed. Stop feeding them and they will not really hang around but one bozo throwing bread at them will get you dozens of them in a minute. Then they will hang around to see if the bread guy comes back.

as a hunter i believe in humane kills--doing that to a gull or bird is just not right.
